The Navy League puts the ceremony together and the Turner Joy gets the ship ready. Attendance is usually between 100 to 125 depending on the weather; some local politicians Mayor, City Council, and Congressman Kilmer. The ceremony is always on the USS Turner Joy Memorial at 10 am on Monday 30th. 300 Washington Beach Ave. Bremerton. There is construction going on at the intersection of Burwell and Washington Blvd. Since this a holiday street parking should be available.  There are multiple parking lots within easy walking distance. The easiest access to the pier is at the end of Second Street, just north of the ferry terminal. The Turner joy is at the North end of the pier.
